What this site is
DeFlock Hopatcong is a civic transparency project. It publishes public records about the Flock Safety license plate reader cameras operated by the Hopatcong Police Department, explains in plain language what those records show, and offers ways to act on that information if you choose to. It is not a government website, it is not a law firm, and nothing on it is a substitute for advice from someone qualified to give it.
Using the records published here
The government records on this site are public records, obtained under the New Jersey Open Public Records Act. Nothing on this site restricts what you may do with them. Download them, copy them, republish them, quote them at any length, hand them to a reporter, or read them aloud at a Council meeting. No permission is needed, no credit is required, and this site claims no ownership over any of them. They belong to the public, which is the entire point of publishing them.
The original writing, page design, and code on this site are its own work rather than public records. If you quote or reuse that material, a mention of DeFlock Hopatcong is appreciated, though it is a request rather than a condition.
Accuracy and corrections
Every factual claim on this site is meant to trace back to a specific document, and the source document is published alongside it wherever possible. Even so, records can be incomplete, and mistakes are possible. If something here matters to a decision you are making, check it against the original record rather than relying on the summary.
Errors found on this site are corrected in public. The Data & Corrections page keeps that record. If you spot something wrong, please say so through the Contact Us page.
A few ground rules
Please do not:
- Try to break into this site or the systems behind it.
- Send automated traffic heavy enough to knock the site offline for other people.
- Use anything published here to harass, threaten, or intimidate anyone.
- Submit false or misleading information through the contact form or the petition.
To be clear about the second one: downloading and copying the published records is not the concern. That is what they are here for. The concern is traffic heavy enough to take the site down.

This site links out to other websites, including government agencies, news coverage, and other transparency projects. Those sites are not controlled by this one, and their content and privacy practices are their own.
What this site does not promise
This site is offered free of charge and as is. It may be unavailable at times, and it does not guarantee that everything on it is complete or current. To the extent the law allows, DeFlock Hopatcong is not responsible for losses arising from your use of the site or the information on it.
